Limit on the number of reps given

I know you can only give around half the negative reps of your punch power. What's the rule now?

How much -rep or how many red bars does an asshole newbie should get before he gets banned? Does is it even work that way? Cuz I remember JLAQ reached 5 red bars at one moment and then poof!.. a word "banned" suddenly popped up under his name.
