Is ODLH-Forbes a preparation for PAC-ODLH?

Oscar Dela Hoya has to make weight at 147 lbs. tomorrow for his fight with Steve Forbes this weekend. Is this a preparation for a possible showdown with Pacquiao at 147 down the road?

Forbes is a former super featherweight champ, PAC is a current super featherweight champ and will be jumping to lightweight in his next fight...

ODLH has PAC as a backup fight in case ODLH-PBF in September can't be made due to PBF's high demands...

ODLH has been fighting at 154 for a long time now and why is he sacrificing to fight at 147 against a relatively unknown boxer? Is Oscar preparing himself for a mega showdown with PAC?
