This is all true, and this is why I felt all along that Arum was getting too greedy by putting this fight in Vegas. Cotto is the draw here, and he has an established loyal fanbase in NYC. If this fight were at Madison Square Garden or Atlantic City, they wouldn't be having problems selling tickets.
Instead, Arum moved the fight 3,000 miles away from NYC, and with a bad economy right now, people aren't going to spend the money to fly cross-country to Vegas where it's about 115 degrees outside in July.
