I am a nwebie here and i just wanted to ask how does this "rep" system works?

When i logged in i saw that i received new "reps". I also noticed that we have what we call "punching power". Since i came from esb i just wanted to know how this rep thing works? How do you give reps? How does the "punch power" gauge be filled? Thanks.
