Need a graphics program, like Paint Shop Pro or something like it to re-size the photo and reduce the size or the file.

In Vista, you can can just go to accessories, then paint ..then open it, click resize image, and change it's 100% auto size to a smaller %...and then save as JPEG, especially if it is currently a Bitmap which is huge. Do this until you get the desired pixils. You have both horizontal and vertical...or if you want can crop it etc.

This is likely one of the easiest and quickest ways without importing or using any other programs.
