The reason (IMO) for the former Soviet domination of the Heavyweights, is desire. In the USA, you have so many easier options if you are an excellent athlete, there is no need to take up boxing.

Whilst in former USSR states, boxing is still considered one of the few big legal money makers, if you are good enough.
Cubans we also a part of the communist (and still are) regime...those of the former soviet union are now coming up as well...and if you look at the super heavyweight there are far more from the soviet union than any other country...look at all the silver and bronze medalists as well....they dominated...and still do...The United States will never be like it once was unless we go into a recession...that's when kids will look to boxing as a first choice instead of a if I don't make it in this...i'll give boxing a shot type of mentality....
