Great practice area for the navy or RAAf ,couple of jet fighters could have some fun taking out the pirate boats once and for all.
Set up a dummy cruise ship or a tanker full of sea water so it sits real low and there you go,target practice around a thing your not allowed to hit,what more could they possibly want?
