I think AQ is probably content to let something like IRAQ drag on, it gives them a convenient battleground for jihad. Come to think of it,we dont either,first thing we got back up and running was the Oil ministry, and thats the first place we stationed troops.
And officially the whole hissy fit started under Bush 1, it was the basing rights that we negotiated out of GW1 in Saudi Arabia that put such a hustle in Bin Forgotten's bustle.
But honestly,all Al Queda has to do is mention Abu Ghraib and they pick up 10 members
As to whether or not US cares about what happens to the average Iraqi, that's not something I intend to address. As for getting the oil ministry running, well yeah, I think they wanted IRAQ to have some kind of infrastructure, maybe even some income of its own. I don't think that says anything about their feelings for the IRAQI people.
Interesting to note that infrastructure (OIL, water sewers) is one thing that US kept trying to build up, and the insurgency (maybe AQ, maybe not) kept trying to destroy, at least in the early days, I'm not too sure what's happening in that regard now.
