if he fought at a catchw8, his tittles wudn't be on the line. So what would the ruling be on him keeping them? how long would he have to defend the belts before they stripped him of them?

Well i think he has 4 months to defend against a mandatory unless he gets an injury or gets permission from the sanctioning bodies(wbo,ibf) to take another fight and defend later
