Genetics really... You can't shift fat from any one area purposefully.
Spot fat burning is a complete 100% myth. If you got a fat guy and gave him a chest/tri work out for a week he wouldn't come back with 2% fat on his chest, veins sticking out of his stupidly cut arms and a massive beer belly
It gets burned off from where ever it gets burned off from. Some people just tend to be able to burn more fat from that area than others but in the majority of people it's the last place to go.
No amount of training a muscle group will burn the fat in that area, other than their proximity they share no closer a relationship than with any of the other muscle in your body.
You can develop the muscles more in that area, which will help them show through more but if you want to shift the fat from that area you're just going to have to keep it up with your diet and cardio training.
You can forget standard crunches etc too, they more hit the top region of your abdominals, exercises that work from the legs generally will hit the lower muscles of your core, leg raises (and other varieties) Jack Knives etc
