Nah, the only one in France that comes close to qualifying is Monaco, of which Monte Carlo is a part. But Monaco is on the Mediterranean, so it is not completely surrounded by France.

Malta is an Island nation in the Mediterranean. It is south of Sicily. You are getting rather warm, though I don't know about right next to the Vatican.

Just to revisit, we are looking for the name of a landlocked European country that is completely within another country, and it is not the Vatican.

Here is an interesting little tidbit that I did not know. This country was founded in 301 AD, making it the world's oldest sovereign state, or at least the world's oldest republic. Another point of interest is that until 1463, its land area consisted of a single mountain.
