Marquez, Barrera and Morales are extremely tough guys. Hatton has fought tough guys too granted but so has Manny.
I don't know anything about Manny taking a dive so I'll leave that.
You don't protect fighters by putting them in with the best guys let alone a 147 De La Hoya who may have looked bad but no one knew he would.
Hattons punch resistance is not the same as when he fought Kostya, that fight took a lot out of him in my opinion. So I don't think saying he took harder shots in the past makes Mannys shots any less effective than they will be. He has the power to hurt at 140 no doubt in my mind, he also has the speed to go with it.
Comparing Urango and Maussa to Manny is nuts. Urango is a decent puncher but lacks Mannys skills and Maussa is just an awkward gangly boxer who landed a lucky shot vs Harris.
As for the last part of your post, you negotiate for terms more beneficial to the fighter, whether it be what weight the fight will be at, ring size, gloves used....etc
Also high risk low reward fights are rarely taken once a fighter gets to the top. You fight those fights TO get to the top in many cases.
