    Vegas is almost always willing to put up the most money. The reason being is that they are not concerned with making a profit on the fight itself. They bank on all of those boxing fans spending money in their casinos.

    Why not have it in the Philipines? The mini Thrilla in Manilla. Pac hasn't fought there since Larios.

    A Pacquiao fight in the Philippines is anything but mini. A Philippine promoter would have to team up with Top Rank/ GPP for that to happen. The money would have to come from sponsors and while there is people power in the Philippines there isn't any money power because the peso is too weak against the pound, euro and dollar. It's just too much money. Even by getting the Department of Trade and Tourism involved they would be hard to coming up with the $50 Million justification. That translates into a 2.5 billion peso fight. Considering the huge sex trade business as part of the economy the Philippines would do, I guessing it would generate a little more than half the purse it could be a no brainer but heads of state can't use that as part of a justification to host the fight. They have to come up with legitimate money making exploits. If we are ever see Pacquiao fight in the Philippines, I think he would have to retire first and then come back with no promoter ties.
