First, the US military knows where Zarquawi is, at the same time 17 other operations against terrorist hideouts take place. Lastly the Sunnis accept the cabinet as proposed within minutes after everything goes down.

I think the Sunnis saw the writing on the wall and gave the Americans and the SHias Zarquawi in exchange for cementing their position in the new parliament. Again, think...immediately after the attacks the parliament is completed. A political deal was made, the SUnnis delivered the beheader.
