Yes, 90% of what we hear from fighters is written for them by their promotions firm.
The thing with Khan is, while he's obviously able to fight a bit he has a china chin. Not a suspect chin, an already proven guilty china one. So there's plenty of reason for people to dislike him when he says what his commercial people will give him the biggest possible commercial advantage.
But that doesn't explain the hate for Khan before he got found guilty in a 54 second trial. And not all of that hate can be put down to racism. For instance, I really liked Naz when he first started. All that mouth from a tiny guy who looked like a suntanned Charles Hawtrey. But at some point, maybe it was when he lost the side parting and there was no Charles hawtrey resemblance, I stopped liking him and wanted him to get his arse kicked. When he went to America I couldn't wait for him to lose. I went to the Kelley fight to see it happen and after a promising start he eventually ended up disappointing me, but eventually I got the result I wanted. Why Khan is hated, it's a bunch of reasons, a bunch of things that push certain buttons of people. But not all of those buttons are the ones you think.
