Floyd was the lineal champion when he retired.

So we have to wait for Floyd to fight a proper welterweight and come out or retirement.

Well he is out of retirement.

If the champ retires the no.1 and no.2 ranked guys meet to establish THE MAN.. as it currently stands (using The Ring and the Saddo ratings) Cotto and Mosley would have to fight again to establish THE MAN.

BUt obviously Floyd is still here.
