Mayweather is a better fighter than Cotto, I think it should affect the p4p status of him for sure, but IMO divisional rankings should be based on competition, or else the p4p king would jump to the top of any new weightclass they entered, one thing however that I give Mayweather credit for is that he has been the linear welterweight champion before and Cotto hasn't. Mayweather undefeated as a welterweight, Cotto isn't.

Mayweather is a better outside boxer, not a better fighter. He has to prove he is the better fighter by who he fights inside the ring to get that label. Face Mosley, Margarito, Williams and get that recognition with actions not words.

Thing is if PAC beats Cotto, Mayweather is in another lose/lose situation in facing PAC. Either he loses to a smaller man OR he beats yet another smaller man. If he fights Mosley and he wins, he has beat an over the hill Mosley. The only fights that Mayweather gets credit for are Cotto IF he beats PAC or Paul Williams IF he can still make 147.

Agree to a certain extent, however he would be a little more justified in saying that a fight with Pac was effectively by public demand which would be true so the fact he is smaller wouldn't appear as relevant.

Mosley , well he could say if he beats him "he called me out i knew i would get him " blah blah again he would be justified in answering a call out.

The other two options are the preferred in terms of an honest fight and a test for him.I would like to see Williams if as you say he can make the weight, but then what does weight matter these days !!!

He went that high because of the mega payday. He wouldn't get enough money to go back there by fighting Williams. Boxing fans would look forward to it, but the general public would not pay to see Paul Williams.

Williams at 154? Never happen.

Case 1. Williams beats Pavlik and then he will have all the bargaining chips to fight anyone at 160 and have the percentages in his favor (at least against any othe Middleweight). It will clearly show a dominant size differential that in no way, shape or form would get Floyd into the ring with.

Case 2. Pavlik beats Williams and Williams has very little bargaining power.

Either case, the risk/reward ratio isn't there realistically. If Williams weigh's 154 at the weigh in he will be over 170 on fight night and still have a reach longer than the Klitschkos. To have that option against the possibilities of Pacquiao/Cotto winner, Mosley, Berto, Margarito (when he comes back) all have a much better risk/reward ratio.
