So who was it that accomplished more?
Well if were talking about notable acomplishments then we really should only be talking about titles and records.Why? In 100 years nobody gonna care if roy jones was fighter of the year in 94,or if hop was fighter of the year in in 01. But they will talk about the titles and the records. When you look at it like that it might look a little different:

Roy Jones
-MW Titleholder,SMW Titleholder,HW title holder( I will only count this as 1 accomplishment being that he was never the true champ in these divisions)
-Universally Recognized LHW Champ
-First man to win a title at heavyweight after being middleweight champ in over 100 years

Bernard Hopkins
-Universally Recognized MW Champ
-Universally Recognized LHW Champ
-Most defenses of the the MW title EVER
-First man in over in a 100 years to go from MW to win LHW title

Now we could say 4 to 3 Hop or 5 to 4 for Roy. But either way you look its pretty close.
