Paparazzi should be forced to wear big rubber suits. At least wearing the big rubber suits would allow those being stalked to let off a punch or two and the paparazzi would be pretty much protected.

I hate paparazzi, they are intrusive and rude. Many of them deserve a slap. Rubber suits are the solution.
