Why not just have it at 147 if you are willing to go ahead and fight at 146? The Cotto fight should have been at 147 too. At least going by the recognised weight limits less questions will be raised after the event. I remember being very irritated that the Cotto fight was at 145. It wouldn't have affected the outcome, but that is besides the point. Just fight at WW and be done with it. If you win then you take all the glory and command all the respect.
Pacquiao's last weigh-in was at 144 lbs. and that the highest weigh-in weight he has done so far. Team Pacquiao is asking for a 145 lbs. weigh-in for the Floyd fight. It's 1 lb more than Pacquiao's highest weigh-in weight.

I think Team Floyd is considerable enough to agree at least at 146 lbs., his last weigh-in weight.
