I don't think Floyd is afraid of anyone, but he has had a few chances to fight Shane since the calling out and hasn't taken them. Floyd views Shane as the riskiest opponent (other than Paul) out there for him and if he can make the same amount of money fighting a less risky fighter, why fight Shane? He could have fought Shane instead of Marquez and it would have been a much bigger fight, legacy wise and money wise (although less so on the last point). He could have fought Shane after fighting Marquez and fought Pacquiao afterward, but instead he dismisses Shane and waits for Pacquiao. The reason isn't fear; the reason is risk/reward.
It is reasonable to think that PBF will fight Pacquiao and if he loses, he'll fight a rematch with Pacquiao, and probably retire never having fought Shane.
