If state boxing commissions ban together they could create their own belts, nix sanctioning fees that belt holders have to pay (so titles are no longer money-makers) they could become a non-corrupt body. Well, that is, if promoters and whomever else weren't already deep inside them. That's probably why states haven't done it. I seriously don't want it to happen, but federal intervention may be the onlyway to clean this mess up.
