I read the article and that is a quote from someone other than PBF. You can write your own article, say the same thing, quote yourself, and it still doesn't mean PBF would fight Paul Williams. Thats not what PBF is saying or even indicating. Paul has been calling out all of the named welterweights from Cotto to Mosley to Mayweather and now Pac. I'm not trying to put the boycott of Paul Williams all on PBF, because everybody always says PBF ducks everyone. I do think PBF is the only who can beat Paul Williams. But as far as fighting Paul Williams, none of them want that problem.
At this point in time, while Mayweather is in negotiations with Pacquiao and Williams is scheduled to fight Martinez, Dan Goossen's opinion is by far the most reliable source. Even if Pacquiao beat Floyd up (which wont happen), could you honestly see him facing Williams (who at that time should still be undefeated) at 147? Roach would sooner sh** himself. Could you see Mosley taking such a big risk at this point in career when he's nearing 40? If Floyd and Williams continue their streaks, (which will boost Williams' reputation as the ultimate fighter who everyone is ducking), Floyd will have to face him, and people will pay to watch that David vs Goliath battle.
While I admit that is all a bit far-fetched, it is definitely not the most unlikely situation for the future of the division.
