Sorry if Im ignorant on this but who is Michael Palitoni the author of that article? I've never heard of him before in any way connected to the fight game. And he makes 1 serious major flaw when he wrote this in his article,
It's not humanly possible for a fighter to continue to go up in weight and get stronger and faster with each rise.
The original Sugar Ray was the 126 pound golden gloves champion in 1939http://www.youtube.com/watch?v=88qNlf7cohk, in 1940 for his pro debut he was a lightweight and carried the speed and power all the way to middleweight when he made his debut at that weight class at 30 years old.

And Roberto Duran started his career at 122 and was knocking guys out at 154, specifically a fighter named Davey Moore.

Then we have Henry Armstrong. I don't think much needs to be said about him and dominating 3 out of the 8 original weight classes.

Are these 3 on steroids? I doubt it. Seems like the author of the article has piss poor knowledge on the fight game.

The author did say stronger AND faster with each rise. Not just successful. That does seem quite unnatural.
Pacquiao is not faster now, I've seen plenty of his fights since his days as a featherweight to say he's not faster now fighting at 140+ pounds.
