You love to use that sentence but that's not entirely true. Pacquiao agreed to take 3 blood tests, but not for 5 blood tests and 12 rediculous urine tests.
The flaws in Pacs proposal have been mentioned before. Manny wants the tests at predictable set times. In operating this way it is entirely possible that he could use drugs and avoid detection. The test needs to be a random blood test and on several occasions.
