I can't say yes, because there is no evidence, however I can't say no either because his unwillingness to provide a definitive test to prove or disprove his innocence when there is the potential highest profitability fight at stake makes him a little more than suspicious.
For every story told that divides us, I believe there are a thousand untold that unite us.
I'd say no and give him the benefit of the doubt.
I mean if I was Pac and I was innocent, I'd drag this on like he is doing and give Floyd nothing else to demand or request and then agree to the tests late in the negotiations.

Positive or not, the actions of him and his camp have left me cynical. He could have handled this so much better and instead he is acting like a retard. I'm bored with it all now. All we wanted was a fight and instead we got a low budget BBC drama.
I've become a fan of Pacquiao (see: DLH, Hatton) because of his humility, and the new fans he's brought to boxing. (The fact that he humiliated DLH and slaughtered Hatton doesn't hurt, either). BUT... public perception is critical in professional sports, such as boxing. And truthfully, no matter HOW annoying Camp Mayweather is with all their outlandish requests (and I don't like Mayweather's blatant ducking record, either)... the truth of the matter is that the public now perceives Pacquiao as having something to hide. Hey... if you're clean, you shouldn't object to ANY kind of testing. And please don't use the lame excuse that a test tube full of blood taken before the fight is going to drain you and cause you to lose. That's an insult to our intelligence. If you REALLY want to fight PBF and you're clean... accept the damn testing and let's get on with it. But by not accepting it, the public perception - rightly or wrongly - is that Pac is a drug cheat. Such is the truth about public perception.
Well , i cant say yes , but if he don't accept to make the test , probably create a doubt and a bad perception in all what he reached , why he wont make the test ? , because if he doesn't have any done with drugs he can demonstrate to the world that theres no suspicious , in this case he can Shot the Mayweather mouth , so IMO is sad to hear this , but now i think he have to make something take out this spot , he is a good boxer and i wont see that this issue convert as the same as Margacheato did![]()

i'm in the same position that i was in when Margarito was caught, i'm not really sure if Pacquiao is cheating, and i'm not one to fully throw the claim of calling a man a cheater, especially when it affects his means to make a living, right now it looks bad, but i won't say that he is cheating or not, i think theres a clear possibility especially given how he's handling the situation, but right now it's pretty back and forth
Well it matters not if all other fighters are using PEDs. All other fighters are not in this negotiation. This is about MP and PBF. If the consensus is that all other boxers as using roids as an enhancement, the more reason to upgrade the testing process in a mega fight that will focus full attention on the issue
The supporters of MP have no leg to stand upon. It is looney to criticize PBF for raising bar that he also has to hurdle. If MP will be weakened by the taking of blood close to the fight, then so too will PBF. Perhaps there should be a condition that any ranom testing must be of both fighters at the same time.
This issue has become like Hans Christian Anderson's tale about the Emperor and his invisible garments. MP is the Emperor, and his trainer and promoter represent the tailor who has adorned him with magnificent garments that they claim can only be seen by the most knowledgeable of Boxing fans. PBF, GBP and PM represent the little kid standing and pointing at the Emperor's nakedness, and shouting this out for all to hear.![]()
Anybody who followed baseball through the steriod scandals can see the same pattern here. The outraged denials pointing to the fact that they'd never tested positive previously. The claims that the improved performance-weight gain was just down to hard work in the gym. The existence of a "personal trainer" who appeared the same time that the performance started to improve. The retreat behind lawyers, the issuing of lawsuits. The ridiculous excuses when facts come out, scared of needles, weakened by losing a teaspoon of blood etc. I've seen this movie before.
