Just because the guy has "Dr." in front of his name doesn't mean it's not bias. HGH has no application for the fight itself and is applicable during training. The effects of EPO can be checked for in the blood test immediately after the fight. He offers no valid reason to support random testing.

I think Pacquiao should do the tests, but I also think there is no reason to doubt he's clean.
I agree with this for the most part except, I think his reaction to the drug tests have gathered clouds of suspicion over him. As to the rest of your post why is that doctor immediately discredited? He has a valid viewpoint if some doctors say one thing and another says something different then what is the harm in doing it both ways, especially when elite athletes from all around the world are already subjected to the same tests with no issues.

Because he offers no facts just opinion. The same as he what he accuses others of doing and we are just suppose to take him at his word. He says and discredits existing tests as controversial, but offers no controversy. He sights hgh as being mostly undetectable and says random tests are supported, when he as an expert knows that it would do no good to use hgh weeks leading up to the fight and for the fight itself. You would need to use the stuff in a timely manner administered under control for a specific target and target date for it to do any good. This is exactly why in NSAC in have implemented testing when fighters are not in training.
Discrediting administrative agencies is misleading the point to try and have a more credible argument. When they do this and offer no facts to back up to their statements and it means nothing. Science and the implementation of technology have to be exacting and technologist and doctors also have to be exacting. When they offer things in general, it's either because they think you will not understand or they don't want you to understand. Otherwise they are very specific.
Having things both ways is a good thing, but it needs to be done when it is appropriate and not satisfy bias toward one party.
Look at Mosley's case the same drug test taken 11 times yet he was never caught. And it was in fact during a fight in Vegas he admitted to using PEDs, yet still passed this test should be taken into account.
I am not saying the doctor is absolute in his conviction, but he has a point.
And as I said before there is no harm in the extra test.

Mayweather Sr. had an issue on drug trafficking. Is it also possible that Mayweather Jr. is using drugs when he was fighting with his father as the trainer?
