I believe that if Floyd wins in convincing fashion then yes he is p4p #1. People discount Floyd's recent body of work but I don't see how you can. IF he beats Shane than thats SHANE, JMM, HATTON last three wins. Consider PAC's if he beats Clotty. Then thats Clotty, Cotto, and Hatton. I don't see a big difference in quality of opponant. People discount Floyd's win over JMM but the same guy gave PAC fits in the first fight (ended in a Draw) and was robbed (I believe) in the second fight in a close decision just 2 years ago. People are rating Clotty higher but really who has he fought? He lost a close decision to Cotto and beat Zab Judah.
IMO if Floyd beats Shane convincingly than yes he is P4P champ hands down.

I understand that some wouldn't give the spot to Mayweather because, while the p4p title isn't something to be defended like a belt, the top 2 guys are in a position to fight each other for it.
But that theory isn't fair because what if the fight never happens? What if Mayweather continues to fight #3 ranked guys & Pacquiao continues to fight #20+ ranked guys? Using that original theory Pacquiao can just say "Yeah he's beating #3 ranked guys but he hasn't beat me so i'm still p4p #1"

Manny having disposed of better opponents in a more stunning fashion on the average of their respective last 5 fights, I say no but Pacman, though he remains P4P in my book, lost a lot of respect from humbly yours for pretending to be scared of needles and his shadow.
