Sure, power wise, yeah. That's were the similar ends really.
Toney is a master defensive fighter. Lacy ain't. Toney is a brilliant counter puncher. Lacy ain't. Toney at super-middle was shrewd, cunning, craft, smart, Lacy was/is still quite a green fighter.
You make it sound like Joe could just totally dominate Toney, and that's really unlikely, IMO.
