Local Los Angeles favorite "Jibaro" Perez made it on there when he ruled the Bantamweight div. in the 80's.
Accompanying Galaxy and repping the Asian continent Kil Moon, and Woo Yhu made it on there as they we're unstoppable in the early 90's.
I'm not sure on this one but I think "Santa Tokyo" Gonzalez was a lightweight when he landed on the p4p list. Will need to read up on this one.

There was no lists in those days for p4p but Willie Pep would have made it onto a list no problem.
