I believe the blame can be shared equally by both sides. The point of negotiation is to reach an agreement which is feasible to both sides. Not you guys do this or else. You must give Pacquiao's team credit they were willing to compromise. We saw on 24/7 how invasive and how irritating the testing process can be. They should just meet in the middle and get the fight done. You have to realize how ridiculous Mayweather's requests are in theory. Imagine Bill Belichick saying the Patriots won't play the Colts unless they do his drug testing. Mayweather isn't above the commission. Let's just meet in the middle and get the fight already.

And 10,000,000 a pound is feasible? Mayweather didnt just compromise with Pac, he flat agreed. Its Pacs fault the fight didnt go ahead. Half a dozen little blood tests for $40,000,000+

If Manny is clean then whats the problem?

IMO theres only one reason he refused to take the tests...

The issue that most ignore is that boxing has virtually no valid drug testing. Other sports are more sophisticated. There are few rules in boxing; many are negotiated by the fighters

Everyone has to realize we're dealing with multimillionaires here. Do you really think it's that financially significant to Pacquiao or his handlers to feel as if he's being bullied in the negotiation process.

Although I'm no Floyd fan, what he and Mosley did in the run up to the fight with regard to testing can only be a good thing. Surely nobody can disagree with that? A totally level playing field is best for every sport.
If Manny truly respects the sport, he'll take the tests and will contribute to a better and safer future for boxing in the process. Mayweather didn't invent the testing system, he is simply using the most comprehensive one currently in place. A good thing, no?

The second part of drug bit is not really true. As far as the testing goes they pretty much all use the same testing facilities. It's only that different people collect the samples and even that is outsourced. Each state has it's own commission and their own policy on testing. Nevada had already implemented non-competition random testing where fighters would gain the most benefit from enhancers and it was even before the issue of Mayweather/Pacquiao.

Pacneedle will refuse to take the tests again and the media will blame Floyd for the fight not being made.

I completely agree that it's a good thing to have the highest standard of testing in a sport. However the sport has to institute the testing. People in the sport can't just pick or choose what others should do. This is a trivial analogy but for the Canadian folks on here look at visors in hockey. Everyone knows they're good but think if the Canadiens say we're not playing the Leafs unless you all wear visors. They'd say to hell with you guys. If the Nhl said everyone's wearing visors they'd say alright.
