It's footwear. It's something shoe-like on your feet. Like clogs or slippers aren't shoes but they're still stuff you wear on your feet. And tea is a big thing in America right now, especially in the south. All those southerners have started teabagging recently. Teabagging with no footwear on.

sandals aren't shoes. Only shoes and boots for us real Americans.
Also went into a shady ass gay bar on accident the other day, and they had this horror movie playing really really loud disemboweling some chic on the tube.
