There's a few things to take into consideration before saying if he loses it's over.
The fashion in which he loses & his overall performance.
He is fighting at a new weight, he is fighting the bigger man.
Losing at 154 doesnt mean it's over he can still make 147.
Which is why I've been saying since he lost to Margarito that he should try 154 and try and catch a 3rd title. I actually said he should fight Foreman as a step up fight... Foreman not a champ then.
Foreman's a good boxer but has a lot of flaws. Even with the size advantage if Cotto adds pressure to Foreman I don't think Foreman will be able to handle it. I think he folds under Cottos pressure.
Foreman doesn't have the greatest chin either does he?

Um, he looked extremely comfortable against Santos, he was dictating everything, I mean there were two occasions where it looked like Santos was going to get stopped. Foreman was unloading combinations and by the end of the fight he was loading power shots (well for him power shots) up even. Admittedly Foreman has Malignaggi-esque power, but I've never seen his chin let him down at all. Typically he is completely dominant in his matches, the only time that he was in a close fight that I've seen as a pro was against Tsurken after he got nailed with at nasty head butt, and even then he closed strong. Come to think of it, I can't remember him ever even getting rattled besides that, and I've never seen him get knocked down.
