For anyone to know "exactly what they are doing" would presuppose they have done exactly this before. Talking about this garbage proves nothing. There are no procedures to making a fight between Mayweather and Pacquiao. King is a saleman just as Arum, and GBP are. They all want to sell a fight with Pacquiao to Mayweather. None of them can predict the future. All they really can do is speculate about what is going to happen. None of these promoters jump through hoops for Mayweather. They just appease his idiotic ego to get what they want, just like politicians do. The promotors have more $$$ than Mayweather many times over and at the 'end of the day' they will still have more money than Mayweather. He's just a dumb ass that will screw himself over. Maybe, if he's lucky, some of his advisers will have setup trust accounts to care for his family's future because he's too fukn stupid and will eventually just blow his current riches like he did the last. If Mayweather really knew what he was doing he wouldn't need a promoter to make deals for him because Mayweather Promotions would do the deal.
