I'd say that giant evolutionary chart come to life Valuev worse than Sanders.Namely because he gave Ruiz a couple of chances to be hvy champion and the fact he was horrific.He lost to Holyfield and fought like he was in awe of him.Sanders had great hand speed and power to hurt many hvys and I think his cell block ownage of Wlad takes it.Quality over quantity.
My vote goes to Valuev.
I'd say that recently the WBO title holders have been far better than the WBA title holders...not because of current title holders, just looking at who's been more impressive and who's fought better opposition.

If you are talking all time worst then Primo Carnera was your man He lost the title to Max Baer hitting the canvas 11 times. He was as tall or 1inch shorter than another bad champion, Valuev. That fight couldn't happen because Prom died. He won the title with his feet. He kept the on top Of Jack Sharkey"s toes. It was so clumsy of him that he wsn't penalized.
