What's the point of the quote feature if you shouldn't quote? Sometimes you need to specifically address a certain posters points (especially when they accuse you of things you've not said).

To be fair when quoting, you can delete the quotes you don't need when replying.

It's very simply and makes reading threads a much more enjoyable experience.
