Bailey was easily winning the fight, so I have no idea why he pulled a move like that. That was no Cintron style ring leap either as Quali was hauled right into the air. It should have resulted in a DQ against Bailey as there is nothing in the rules to suggest it is okay to pick up your opponent and then allow him to topple over the top of the ropes.
A really, really stupid move and he is lucky to get away with the NC in the end.
