The only way pacquiao gets his right to the outside is by hoping. That clip shows that morales had a big technical advantage. But neither of them are able to move to the outside and still load their body properly so that they are actually maintaing that better angle. Even when they get their foot on the outside they still come right in and dissolve their advantage. This is why most boxers suck at cutting of the ring. Their are thinking way too linearly, mayweather does this as well. Even when pacquiao uses angles he moves then still comes straight in, he can't use lateral movement and still throw punches and be in balances, it's because he bounces too much and he doesn't know to get his hips in his movements well enough when he isn't punching. To contradict myself a little he kind of does sometimes when he throws combinations which makes him unique, but he still doesn't have the right base, and those he's off balance which is why morales was able to counter his flurry once it was done and drive him across the ring.
