I don't for one second believe Mayweather is actually scared of Pacquiao. I do believe Mayweather knows that Pacquiao will be his toughest test and there is a chance he could lose, therefore he's waiting for the right time to take the fight. He's carefully built his image around being an undefeated fighter, his marketability would be shot if he lost, especially if it were convincing.
So he's waiting to see enough from Pacquiao to convince him he can win. Sugar Ray Leonard did it with Marvin Hagler. He waited for Hagler's desire to box began to wane and he'd showed signs of slipping before taking the fight. It didn't matter to Leonard that he hadn't been active. He just wanted signs that Hagler was slipping. When he saw what he needed to see, he took the fight. But I think if Mayweather fights on, this fight will happen. Money talks after all.
I also don't believe the talk of him demanding $100 million for the fight. I've seen him talk about it since those claims were made and he's always said the only thing stopping this fight from happening is the drug testing issues. If he wanted a guaranteed $100 million then I'm sure he'd have mentioned not being happy with his potential cut. I think this $100 million talk came about because of the mooted 3 fight promotional deal between Mayweather and Don King that would have seen Mayweather get $100 million, which came up sometime last year. I think that got blown out of proportion and went from "Don King wants to sign Mayweather to a 3 fight, $100 million deal" to "Mayweather wants $100 million to fight Pacquiao!"
I just can't get excited about the prospect of this fight any more tbh. Don't get me wrong, I'd get excited if they signed, but I'm just bored of hearing the same old talk and arguments about drug testing, the constant need of people to try and denigrate each fighter through baseless accusations of drug use, or trashing each fighter's records. Until it's signed I'll be pretty blase about it.
I'd rather focus on guys who want to fight. That's why I'm glad Pacquiao has remained active against mostly good opposition of late. There's plenty of intriguing fights without this one, it just sucks that the biggest fight that can be made doesn't look like happening any time soon.
