Pacman needs to agree to random testing with no cut-off date.. He never did that...

Because Floyd turned down every damn offer in the first place... He wouldnt want to sit down and talk about the fight, but keeps on saying that pac should take the tests.

According to Floyd, there's nothing to negotiate if Pac doesn't agree to his demands first. Random testing leading up to the fight with no cut-offs..

You ment, his demand. There is no "s" in it, it's only one simple demand: random blood tests. Pac did make a long list of demands in which Floyd agreed to them all. Just saying.
