True. McWilliams' ceiling might be higher than Martinez's, though. Arroyo dropped a narrow decision to Amnat Ruenroeng in Thailand in the fight before this one, and I think he's (Arroyo) got the goods. I think Ruiz was a last-minute substitution for the guy Arroyo was originally supposed to fight, plus he wasn't ranked, as you say. I think Arroyo bursts his way into the rankings pretty soon, though.
The win kept Martinez relevant after inactivity and his previous bout at Lightweight. McWilliams is already rated.

15 months is better than 18 months so I assume Ward can be dropped from light heavy because he never should have been champ there.

Ward will remain Champion at 175. The update came into effect on 20 May 2015, before that a champion was given 18 months to schedule a fight. Ward had scheduled his fight with Smith before 17 May 2015 so was within the time frame.
Ward beat the previous Champion under the weight limit, there is no minimum weight a fighter must weigh in at; so if the fight is under the weight division limit then the title is on the line.
