They are aware of the problem it seems:

It would be interesting to see but they are trying to constaantly improve it. I assume they look at the system when an obvious anomaly is thrown up and they try to work out why it happened and how the situation can be rectified.

Interestingly it seems it is not weight specific as Ricky Hatton is classed as No 2 welterweight and is no longer in LW. Whuch I think is wrong I don't think he is No2 WW (yet!!! give it time!!!) but he certainly is still No 1 LW (or at least top 3 depending on your opinion)

It would be better if fighters could be considered at more than one weight

For me the issue isn't the #1 ranked fighters, it's the rest, especially in the Heavy division. Some of those positions just don't make sense.
