The reason why I listed Zaragoza is simply because I feel hes accomplished at this point slightly more as far as an overall career.
When you look at title defenses, how many times he was able to win the title back, he fought and beat some of the best names during his reign.
That IMO is just enough to put him ahead.
There is however NO DOUBT in my mind that by the time they both end their careers they will def. be in the top 10.
