Well someone mentioned russia, and they're not even close yet, but I don't think its for a lack of fighters. It just that during soviet times they pretty much couldn't turn pro, now that the soviet unions been gone for a while we are seing plenty of boxers come from former soviet union countries, no greats among them yet really, but I'm sure there will be some/plenty in the future.
