You need to read the article again:
Dan Goossen: "your right that Pacquiao would never step into the ring with Paul Williams but I believe Floyd Mayweather would."

I read the article and that is a quote from someone other than PBF. You can write your own article, say the same thing, quote yourself, and it still doesn't mean PBF would fight Paul Williams. Thats not what PBF is saying or even indicating. Paul has been calling out all of the named welterweights from Cotto to Mosley to Mayweather and now Pac. I'm not trying to put the boycott of Paul Williams all on PBF, because everybody always says PBF ducks everyone. I do think PBF is the only who can beat Paul Williams. But as far as fighting Paul Williams, none of them want that problem.
isn't it carlos quintana defeated paul williams already?

Yes, but in the rematch Quintana lasted less than a round. But I was talking about the big named welterweights who choose not to fight Williams. Too much to risk too much of a problem.

1 Of The Reasons That Nobody Wants To Fight Williams Is He Throws To Many Punches. Who Will Want To Fight A Fighter That Throws 1000+ Punches A Fight. Mosley Is A Good Fighter But I Dnt See Him Winning Against Williams. As For Mayweather Hes Got A Chance Due To The Fact That Hes A Counter Puncher. It Will Be A Good Fight But At The End Of The Fight I Got My Money On Mayweather.

Since when are either Floyd or Mosley avoiding either of those guys? Didn't Floyd retire the same summer Williams KO'd Quintana? And then when he came back it's just been Marquez, whom he fought while Williams had another fight lined up right? Didn't Williams camp make an offer to Clottey for a fight? I believe they did but it was dismissed as a 'low-ball' offer and Williams signed to fight Martinez. Clottey was set to go with Quintana but that fight was scrapped when Williams' fight with Pavlik went out.

I hate all this ducking stuff, they aren't ducking each other, it just so happens they haven't fought each other yet. We would still have people screaming that Berto is being ducked. Before long, Saul Alvarez is being ducked.
clottey turned down a fight with williams since williams wanted it at 154. williams will only go down to 147 for a mosley or floyd fight but not for clottey.

williams called out mosley and floyd but never heard from both.
He was been training for the better part of a whole year for a fight with Pavlik at 160, obviously he's not going to scratch that and go to 147 for anyone but Mayweather or Pacquiao, huge money.

At this point in time, while Mayweather is in negotiations with Pacquiao and Williams is scheduled to fight Martinez, Dan Goossen's opinion is by far the most reliable source. Even if Pacquiao beat Floyd up (which wont happen), could you honestly see him facing Williams (who at that time should still be undefeated) at 147? Roach would sooner sh** himself. Could you see Mosley taking such a big risk at this point in career when he's nearing 40? If Floyd and Williams continue their streaks, (which will boost Williams' reputation as the ultimate fighter who everyone is ducking), Floyd will have to face him, and people will pay to watch that David vs Goliath battle.
While I admit that is all a bit far-fetched, it is definitely not the most unlikely situation for the future of the division.

Anyone that overlooks Martinez be it Goosen or whoever needs to take a step back.
For every story told that divides us, I believe there are a thousand untold that unite us.
