Oscar's legacy will be by far the greater. Years from now I can see his Holy depiction in stained glass windows, his sacred image in churches throughout Mexico.
His pearly white teeth will become Holy Relics said to form themselves into a golden smile, fortelling victory for future Mexican boxers.
People will flock to Mexico City (not caring he was born in the US) to touch the statue of his Holy hands and to be restored.
In Brazil, Rio de Janero's statue of Christ the Redeemer will be melted down, in it's place Oscar the Golden Boy.
Prophets will consult scripture, looking for clues as to the date of his return and judgement.

I think Oscar will have the greater legacy in terms of popularity (as shown by the posts here) in people's memories and Tito will have a better legacy as the longest reigning welterweight champion in terms of historic value. Kinda the way Ali is revered yet Joe Louis held the title longer (11 years and 7 months straight) and made more title defences (25) than any other heavyweight champion. Just my opinion.
