Did Ken Norton have the shortest Reign?

I would of thought that 'honour' would belong to a Frans Botha or James Toney; i.e.someone who failed a drugs test after winning the title.

Norton reigned retrospectively from November 1977 to June 1978, as the WBC declared his win over Young as for the vacant title, in March 1978...
