Update: Fightnews has reported that Pac has declined Goldenboy's 70/30 offer, and will begin negotiations with Soto. Pac had demanded a 60/40 split with Oscar taking the lion share.
Here is a comment from Dan Rafael of ESPN.COM/Boxing about the offer:
"Pacquiao and promoter Bob Arum certainly are asking for a huge piece of the pie in the negotiations for the fight with De La Hoya, but, hopefully, they won't get too greedy and kill the fight. Yes, Pacquiao deserves his fair share, but De La Hoya is still the A-side of the equation and whatever Pacquiao earns -- at least $10 million to $15 million -- would be (by far) the biggest purse of his life."
