A) Why would you need an English accent to sell things IN AMERICA....it doesn't make sense

Because adverts don't sell a product generally, they sell aspirations ..... so the use of a foreign accent reinforces national stereotypes (whether or not they are true or not) .... thus a perfume sold in a French accent is supposed to imply sophistication and sex etc.
