Back on topic, I'm afraid this is just the British way these days. They would have 'liked' to have helped but there would have been procedural forms to fill in, and certificates needed and of course they would have needed an expert to make a proper risk assessment plan before they could have commenced life saving action anyhow.
At the end of the day the boy may be dead but at least when looking at the bigger picture we can be pleased that no health and safety regulations were breached and that they didn't break any procedural rules by attempting to carry out an action that they were unqualified to do.
Rest assured that all this red tape is holding our country together and keeping us safe

^Whereas you often hear about police brutality like that in the states... you'll never hear about a bunch of our police tasering some one that they already have in cuffs or 8 of them sticking the leather in on one bloke they have on the floor... that may have something to do with the fact that are police aren't armed with heat... because they don't need it.
(just to repeat it: they weren't police officers anyway...)
